These15entitiesaresubjecttoalicenserequirementforallexportsandreexportsdestinedforanyoftheentitiesandtransfers(in-country)tothemofallitemssubjecttotheEARwithalicensingreviewpolicyofapresumptionofdenial.Thislicenserequirementalsoappliestoanytransactioninvolvinganyoftheseentitiesinwhichsuchentitiesactasapurchaser,intermediateconsignee,ultimateconsigneeorend-user.Additionally,nolicenseexceptionsareavailabletotheseentities.Ifanypersonparticipatesinatransactiondescribedaboveinvolvinganyofthese15entitieswithoutfirstobtainingtherequiredlicensefromBIS,thatpersonwouldbeinviolationoftheEARandcouldbesubjecttocivilorcriminalenforcementproceedings.Civilenforcementcouldresultintheimpositionofmonetarypenaltiesorthedenialoftheperson’sexportprivileges.Additionally,aperson’ssupplyingorprocuringitemssubjecttotheEARorengaginginotheractivityinvolvinganentityontheEntityListcouldresultinadeterminationtoaddthatpersontotheEntityListconsistentwiththeproceduressetforthintheEAR.
